I believe that not using seat belts has a hidden effect on others as well. In an accident, people who do not use seat and shoulder belts are more likely to be seriously injured. If the driver of the car is insured, the insurance company will have to pay for the needed medical care. If the person's health care pays, then that insurance company will have to pay raising insurance rates for all.
